Position: Collateral Valuation Analyst Division/Department: Asset Management/Asset Quality Classification: Non-Exempt

Nature of Position As an asset-based lender, this position plays a role in ensuring the overall collateral quality held by CHFA through CHFA’s current loan portfolio and evaluation of potential new deals. As such, the incumbent, in collaboration with the Senior Collateral Appraiser/Market Analyst, provides technical/knowledge support for complex real estate, appraisal, valuation, economic, and market condition matters.

Essential Functions

  • Appraisal/Evaluation:

    • Assist with review and analysis of appraisals.

    • Confirm and report accurate subject details.

    • Conduct research for market and comparable data.

    • Prepare annual collateral evaluations in CHFA’s multi-family and commercial properties loan portfolio.

    • Maintain schedule for review/closing deadlines.

  • Tax Credit Market Study:

    • Perform review and analysis of submitted market studies.

    • Confirm and report factual information for the subject property and comparable properties in the report.

    • Update annual Low-Income Housing Tax Credit (LIHTC) Statewide Income Eligibility Tables.

    • Update and maintain existing LIHTC property data spreadsheets and maps.

    • Research and report existing LIHTC supply and accurate property data.

    • Extract and report market data for comparable properties in a standardized format.

    • Note and report any inaccuracies found in CHFA’s LIHTC portfolio, submitted market studies, and appraisals.

    • Confirm primary market area boundaries and census tracts contained therein.

  • Market/Economic Conditions:

    • Assist in researching apartment and general market conditions throughout the state.

  • Special Projects:

    • Complete valuation and/or market related projects upon request.

Knowledge, Skills, and Ability

  • Knowledgeable in

    • research, reporting, and presentation

    • valuation methodologies and techniques

    • preferred familiarity with appraisal and review standards (e.g. USPAP, FIRREA, HUD, etc.)

    • market data research

  • Knowledge of the LIHTC, New Market Tax Credit, Section 8 programs.

  • Financial analysis, economic, verbal and written communication, planning, and organizational skills with an attention to detail required.

  • Must be able to multi-task and work with a wide range of people with diverse interests.

  • Working competency, or ability to learn, in software typically used in appraisal industry.

Experience/Education

  • Minimum two years’ experience in multifamily housing industry, with specific experience in affordable housing desired.

  • Education or experience in Real Estate, Business, Finance, Economics, or a related field.

  • Education or experience with appraisal and market studies preferred.

  • Strong data research skills.

  • Interest in furthering appraisal and market study education is desirable.

  • Telephone; personal computer; financial calculator; photocopy, and vehicle.

Work Environment

The incumbent in this position will perform the essential functions of the position primarily in a hybrid environment, which requires sitting for long periods at a desk. Must be able to assess the physical condition of the properties which may require accessing areas such as individual units, roofs, basements, boiler rooms, common areas, etc., which may or may not be handicapped accessible. To access these areas, the incumbent may be required to walk, crawl, climb, and move and position items. Ability to type reports and use a computer, with or without assisting devices. This position requires high levels of interaction and collaboration with others. This position requires travel within the state, including occasional overnight trips.

Salary Range

  • $69,000 - $85,000 plus annual bonus
